I am sure some of it was to protect some democrats but the main reason was because it was an open investigation and those aren't a good idea to release the evidence until you get a conviction or the grand jury decides that there isn't enough there to prosecute. Before all the lawlessness of Trump, the DOJ actually followed procedure. That's why it wasn't released then.
