Girls, is it ok for mom's, sisters, GF's or female staff to enter the men's locker room at a water park if there are naked men changing and shower?

I was at my local water park yesterday. myself and 3 other guys were naked in the open communal shower area. And there were males in various stages of undress in the open changing area. When a little boy goes by with his mother and teen sister. All 3 passed the showers. The kid didn't look, mom look as she pass. Teen stop when she saw the 3 of us naked. The mom had walk back to shower opening to grab her daughter. didn't even apologise for what had just happened. So I wait alittle in the shower hoping they will leave so I can dry and dress without giving the girl a free show again. 5 minutes pass and I figure they went out the other door. I turn off my water grab my towel to head to my bag to dress. I get to the exit to the showers and the little boy runs past me into the showers completely naked. As I'm turning the corner I almost run into the mother and sister and we all stop. They both look me up and down and the mother tells her daughter to go help her brother in the shower. Mind you there are like 4 other naked males in the shower by now. So the daughter goes and must have got an eye full. The mother says to me, sorry he's too young to come in here along and just smirks and laughs as she looks down at my dick. I walk by get dressed and leave the locker room. I've never been so mad, stressed, embarrassed about anything in my life. What was she thinking not only coming in there herself when men are naked. But bringing her 15 year old daughter in with her. The daughter def could've stayed outside. Now they do have two single family rooms. But I'm guessing they were full and the mom just didn't want to wait and didn't care what her and her daughter saw. I'm debating calling the head of the place and complaining about it. Was it right for the mom to come in to help her son? And to bring her teen daughter with her? Did she do it on purpose so they could both see naked boys and men? Some people are just so ignorant and oblivious to other people's privacy and concerns.

I'm not as mad about the mom being in there and seeing me naked. She is an adult woman. It was more being put in the awkward position of being completely nude in front of what looked like a 15 year old girl and having her see my penis that made me very uncomfortable. It is never ok. If a guy enters a girl's locker room, he will be arrested on the spot and charged for some kind of sexual abuse.

It is to prevent such cases that public places have special, gender neutral locker rooms where parents can change their babies and toddlers up to a certain age, just because there has been conflicts.

Thats weird, I think adults with children usually go to the locker room for their own gender and not the opposite one. Definetely not okay.
