I started going to a gym a couple months ago. I've noticed that a few women get completely naked and kind of take their time before getting dressed. My experience in school was girls would get down to underwear and occasionally take the bra off quickly but never completely naked.
Girls, Is it normal for women to be completely naked in the locker room?
