I can't find a conclusive answer, so I'm hoping someone here can answer it. Hypothetical: There's runners on base and the batter grounds the ball foul (third base side) the third baseman fields the ball and while attempting to throw the ball back to the pitcher, over throws him. Is that a live ball?

It’s a foul ball. So not live even when the throw goes over the pitchers head.
Yes, I just had an umpire friend confirm it about two minutes ago. He also said, in MLB, they never put a foul ball back in play, the ump throws a new one to the pitcher, then either says, "play ball" or points to him that it's currently a live ball. Very interesting! Thanks!
