Is it unfair to let girls wear rash shirts at the pool, but not guys?

When we swim at school, they let girls wear shorts and rash shirts on top of our swimsuits if there are boys in the class, so it's not too weird with boys looking, but they say it's better if we don't because it makes it harder to swim. But boys aren't allowed rash shirts and have to be shirtless.

My friend is a bit shy and he thinks it's unfair and that boys should be allowed rash shirts too. But I don't think it's sexist - obviously there's a difference and boys should be comfortable I think, and rash shirts aren't ideal they only let girls because boys sometimes make girls uncomfortable. What do you think?
