Well, I don't consider those slang, but an overuse of abbreviations and acronyms. I'm not sure I would go as far as to say that it's a sign of lack of intelligence, but it certainly is lazy and doesn't show a lot of effort.
Honestly, I find it sad that fewer and fewer people seem to care about proper grammar, punctuation and capitalization, etc. It's not just an "annoyance" and some stuffy, "old-fashioned' thing to do. By doing so it allows you to communicate more effectively with better detail, purpose and meaning, and even has the capacity to show you care because you took the time to type/write that way. Even though it doesn't take that much effort to do in the grand scheme of things.
I, myself, use acronyms in text sometimes (such as TBH, in my opinion/IMHO, WTF, FFS, BRB, LOL, etc.), but I like to believe the style, usage and content of what I type/write more than makes up for the few acronyms or abbreviations I use sometimes. More than anything, it allows me to convey myself better and more effectively, and it shows that I at least care about the other person enough to share my thoughts in a more detailed and "proper" way (to use a stuffy word). I just find it more substantial.
I don't mention this as a conceited "flex" in any way, but I have been complimented many times for my writing style in general, as well as my thoughts and insights into certain things, but the thing is: I would very unlikely have that affect if I conveyed those things in a series of short sentences comprised of mostly acronyms and abbreviations.
More times that not, I have found that typing/writing properly is more appreciated by the person reading it than just reading a jumbled mess of acronyms and abbreviations. For me, it's all about better communication and showing that you care enough about the other person to do so.
Not necessarily, if you are pretty close to the person you can use them bit if you're texting for the first time or He/She is an acquaintance then it's probably not appropriate to use this kind of language
