My guess is that your carrier has no coverage where you are, but there is a signal from other carriers. If you're in an area where you know you're supposed have signal your phone might be unable to read your SIM.

Legally all carriers have to allow emergency calls regardless of whether or not you have a subscription with them. SOS is shorthand for "I/we need help", and comes from Morse code where this was simple to remember and send 3 short, 3 long, 3 short.
