If that makes any difference I think not... indeed sometimes the landline says unable to call with other phones.

It could be network issue try again. If not, then you might have been blocked but I highly doubt it.
They haven't paid the phone bill.

How is it the caller's reception issue?
It rang the first time. Why will it suddenly say unable to call. It was a landline used to call a cell
If the other persons phone is off or out of reach... You will get the message... It can never be customized by the user

It has nothing to with being cordless, seems your landline service is impacted... Call the landlord support, they'll be able tell you. Could be delayed bill payment, or services down in your area

What does it mean of a phone rings then beeps when you call it?
Answer: person you are calling
1) dismissed the call
Or 2) has low signal
Or 3) the person you are calling didn't respond at calculated normal time (thus the phone went to whatever I guess)
