How does Facebook's people you may know list works?

This list is always showing different people, randomly, except for some accounts, which are always showing on this list (no matter how much you refresh the page). Why are these accounts always showing there?

The algorithm searches for common things you share with those people. It could be a mutual friend, your school, workplace, or any other interests you share with them.

Facebook/Instagram can be weird, they are always watching what you search for, what you like, who you stalk, what's in your browser history etc. If you stalk someone, people who are related to that person may also show on your "You might know list" and you may get confused.
