Are gmail ads targeted?

i keep getting adverts for a particular government department coming up on gmail ads when i log in and on indeed. i haven't search the department or any relating topics

I've had moments I've talked to someone before and it pops up on my feed, I think phones listen and advertise, it's happened to me way too many times to be a coincidence

Market targeting is called so yeah, and Google that us where is making its money from... so yeah, you are bombarded with ads couse of that. 🤷‍♂️
