Depends on why you need two. One for work and one for personal life is good if it’s necessary. But if it’s unnecessary, then it’s just another expense.

Yes, due to weak privacy laws it's good to have sperate phone from your personal phone. The data brokers collect Data and people can pay them to collect information about you.
