Can WhatsApp ring even if the person you are calling has their phone off?

Nope, it will say that the caller is Unaviable! Will decline the call straight away.
The very first "ring" it will go on, as it will try to connect, but from the second ring it will bounce back/disconnect.

I'm not sure what everyone here is on about. Maybe they're confusing locked with powered off? Because if it's actually off (to the extent that a phone can even be "actually off" lol), then no, it won't receive calls by regular phone service, WhatsApp, or any other app.

If the phone is actually OFF ( which by the by you should turn off at least once a week ) then NO , everything is off , but that actually turned off.

It can if they have the laptop app, which I do. It'll show messages are read sometimes when I leave it open on my laptop even though I didn't read messages either.

No. When you call, it will just show as calling. If they're phone is on and they are connected to the internet, then it will show up as ringing.
