How old should a child be in order to own a cellular phone?

I believe a child / teenager has no business owning a cellular phone until the ages of 15 or 16 unless here are extenuation circumstances like a medical condition.

Every expectant mother should have a mobile phone shoved up her vagina in her last month. All so the child can call when its ready...

Joking aside it's a ridiculous thing to ask "how old" as the whole point of a mobile, is contact. If a 5 year old needs contact in case of its situation, then it should have a phone.

No idea why people think a mobile is "just" for games!
