Is it illegal to get a phone mount for a car to take video of while driving of the streets and all?

As @worldscolide said, it would depend on which state you were driving in. Even if this was legal in your home state, when you cross a state line (the border between states) you are now subject to that states laws and you could be stopped and fined (pay a penalty).

Depends on your state, in my home state it's legal to have a dash mounted camera.. So it would stand to reason using your phone for the same is legal too.
