How can my girlfriend get a visa?

I’m a dual citizen (Turkish, American) I recently moved to Florida for business so me and my girlfriend got separated. I want her to come spend a few months here with me and I’ll be going to Turkey a few times a year to see her. She has a passport but no visa. What is the best way to get her a tourist visa? ( Not a fiancé visa!)

Tourist VISA are 3-6 months. Embassy or INS. What City. Miami, Capital, and Jacksonville should have one. 6 months worse case scenario.
