It depends on what you want to do at the beach. Swim? Florida for sure. The ocean is cold along the California coast all the way down to San Diego. Surf? California, no contest.

From a pure ‘beach’ perspective, yes. I lived in FL for years, and also lived in CA for 8 years. The FL beaches on the Gulf side are mostly white sand, especially on the northern shoreline. The Gulf water is nice and warm as opposed to CA’s Pacific water, which is very cool. The FL beaches on the Atlantic side are also very nice, just not quite as white a sand.
