I would say California followed by Hawaii. Hawaii they are actually very pretty, but no protected at all so there's too much sun and wind exposure. But it's really kind of a toss up depending on what you like.
Hawaii also has better snorkeling. But I like the variety of CA, the more protected shores, the beauty of the cliffs and trees as backdrop. More topography, better climate. FL is nice but too muggy, too flat.
@slatyb true dat, but honestly I kind of like it cold sometimes. It's definitely a treat to go scuba or snorkel with next to nothing on, but I also like to go jump in my local waters for a little polar bear club action (though it's warm compared to actual polar bear club crazies in northern coasts or Canada)
