I tried to avoid a crash. It starts

Your fender liner has come loose and prevents the wheel from turning. It probably also makes for difficult steering. Pull the liner out if you can, and your car should be fine. The liner may be held in with a couple of screws and plastic clips... easy to remove.

Also possible that the tire delaminated and ripped the liner off or she ran over something that did it.

If you know how to jack the car up (find the jacking points) do so and the unwrap whatever you have caught around the wheel. That should fix it!

Your internal fender well plastic has come loose, get some replacement plastic pins and you should be good to go.
