I have visited both and I think Tokyo is more interesting. In fact, Japan is more interesting than Korea. Not that I didn't like Korea, it's just that Japan was really a great country to visit.

I've been to both and enjoy Tokyo more.
Nicer food scene, more things to see and do.
Both are crazy crowded
