I have been to both and they are well worth a visit. That said, I would select Vienna. Stockholm is truly great with the archipelago, the Vasa, the Old City, seeing where the Nobel Prizes are given out. There is a lot to do there.

Vienna has a great calm vibe to it. Get a Sacher Torte by the Opera House, sit at a sidewalk cafe, the food is great, go over to the Danube river, take a day trip to Budapest, sit a while at St Steven’s church and walk around that area.

You can’t go wrong with either.

The truth is I voted for Stockholm, however I didn't read well, if it's to live I prefer Stockholm, but to visit I prefer Vienna.
