I voted Bed & Breakfast. Although I don't think that term is accurate, because in the U. S. a "Bed & Breakfast" is a very specific type of accommodation. Just because a hotel serves breakfast, doesn't make it a "Bed & Breakfast". And the breakfast is optional. So more accurate would be to just say, "A hotel that has breakfast included".
