Goodness, they're both dangerous right now so neither of them are ideal, but if I HAVE to choose one, I'll go with Rio, because it's on the coast and has interesting geology. And in Rio the worst that can happened is I'll get robbed/beat up, but I won't get killed or kidnapped like in Bogota.
