I have been to Albania, albeit only to Sarandë. Growing up and living in continental Europe for all my youth, I had a lot of issues with political and economical refugees from Albania. What I had seen in Sarandë did not motivate me to visit Tirana.

I have, however been shortly to Andorra and I would chose that place anytime. It is roughly located in the Pyrenees mountains (Les Pyrénées in French - mais oui!) between France and Spain. Furthermore, Les Pyrénées are a duty free shopping place. So, by all means, take your cents, dimes and book a flight to Toulouse in France (IATA code TLS) and then, book a local transfer to Andorra La Vella.
