That sign is truly bizarre. Is there really a sign that cautions about people fleeing across the highway? Is it like a "people running across the highway crossing" sign like those signs that say "deer crossing"?
I just saw one for a roundabout like this today that just seemed confusing.

@Steak_D_Bone Are they still there, perhaps on other roads? The ones on I-5 are not anymore.
@Steak_D_Bone I know about I-5, since I drive it now and then, but honestly? It would not surprise me if they went to other border county (San Diego County or Imperial County) roads! Anyway, see here for more information (scroll down a bit on link):

I would love to have been a "fly on the wall" when the design and order for such a sign came to the California Correctional Training and Rehabilitation Authority (CalCTRA), soon to be renamed from the California Prison Industry Authority (CalPIA), which is a program to teach good behavior inmates some skill (like metal shop) so they will be less likely to lead a life of crime when they get out.
@Steak_D_Bone To be fair, the signs were meant to elicit sympathy for said illegal aliens (hubby, wife and kid), and were I one in dire straits, I would be figuring a way to tunnel under a border wall every night.
But hey, we have our own USA citizen underclass, millions of whom ARE Mexican American or other Latino American, and those citizens should come first. It really is as simple as that.

Cautioning drivers of child abusing parents ahead is funny.
My own personal fav was one those 10 ft x 10 ft temporary light signs they park on kerbs. It was flashing "INSERT SIM".
How did they forget is something I still wonder about.

This is historical, not there now.
When you cross a state border on an Interstate highway in the US, there is always a "Welcome to <state>" sign with the Governor's name on it.
Who cares who the Governor is? We're just passing through. They are not getting my vote.
When I was going through the Florida Everglades they had a sign that said slower moving people need to keep to the shoulder of the road and at the time the shoulder was covered with alligators.🤣
