Actually it's pretty simple: the US's political rivals/enemies don't do stuff like this when the US has strong leadership, and aside from Trump, the US has had consistently weak leadership since the Reagan era (though you could definitely argue for Bush Sr at least until the Gulf War ended). To be fair, the US isn't the only factor either, and western Europe/NATO has pretty pathetic leadership across the board right now too. You could chalk it up to unpredictability/craziness or whatever you want, but the fact is the US's enemies had to curl up in their corners when Trump was in charge.
Biden has never been anything resembling a strong leader, but he put it on full display with the botched Afghanistan withdrawal and insistence that it went smoothly, when everybody who doesn't live under a rock knew otherwise. Furthermore, his administration as well as Obama's (which are about 95% the same people just shuffled around) have now twice allowed Russia to invade Ukraine, carrying on a disturbing legacy of collaborating with and making concessions to Russia that the Democrats have been projecting onto their enemies for decades. It's also well known internationally that between his declining health and unpopularity, Biden's control in the government won't last long, the US is largely anti-any war right now, and for various reasons neither the military or industrial sector are anywhere close to optimal readiness, so in the eyes of actors like Russia and China, they'd have a hard time finding a better time for brash action. They also understand that because of what's happening in Ukraine, the NATO members are going to take their situation much more seriously than they have since the Cold War ended, and their window is already starting to shut.
So yes, as far as what is within the control and influence of the US and by extension NATO, this is pretty much entirely on the Biden administration; giving Joe credit for anything other than being a sock puppet for the people who are really making the decisions is a bit much though.
It's more complicated than that. Biden is following what Obama was trying to do on behalf of their corporate owners which is to replace Russia as major supplier of oil/gas into Europe and undermine the Russian economy and force the Russian government to allow us companies into Russia. Obama failed in Syria after Assad backed Russia over the US and refused to allow any US pipeline through Syria, the Russian checked the US government by sending Russian forces when the US tried to topple Assad. Similar thing in Afghanistan which would have given the US access to central asia which is rich in oil/gas but have to go through Russia to sell it because they are in a completely land locked region with Afghanistan to the south, China to the east, Iran to the west and Russia to the north, Russia having the only pipeline in the area linking central asia to Europe or anywhere else. With Biden losing Afghanistan to the taliban this is now off the table leaving only Ukraine as a viable intrest for the Biden regime.
The Biden regime like the Obama regime gambled that the Russians wouldn't take action, they were wrong and the Ukrainians paid the price.
I disagree - Russia's President does not make a decision in a vacuum. The US is the largest global economy, the largest military (both of which may change soon of course), and represent 1/5th of the world's economic production. Biden exhibits weakness; signaled US retrenchment by the botched humiliating withdrawal from Afghanistan; his generals are more interested in woke ideology than whether or not the soldier can kill the enemy; by stopping pumping US oil - which we were energy independent in the final days of the Trump Administration - he has made us dependent on foreign oil including Russian oil, and driven up the price of gas on Americans and endangered our supply if it was cut off; the increase in price has given Russia a fresh cash infusion into the treasury to fund these operations; I mean, the evidence is prima facie - Russia did not advance further into Ukraine under Trump - they launched this war when Biden was elected and have simply told us if you try to stop us we are coming after you. I've only covered the main points - by definition, Biden is solely responsible for this catastrophe and it endangers everyone.

Previous President's stupidly offered Ukraine NATO membership and Russia would have never allowed NATO to move to the Russian border. Originally I was pinning most of this on Biden and Congress as a whole. I figured after Afghanistan, Military contractor lobbyists would do what they could to get us into a new war to keep the money flowing. I wouldn't put it past them in the slightest.
But the aggression was clearly on the part of Putin and specifically against Ukraine. Like maybe he was being tactical here, but Putin's speech didn't mention much about NATO encroachment and emphasized the idea that Ukraine is not independent. I didn't watch the whole thing though.

Trump would be dealing from a position of strength. The US would be the world's top energy producer and would be able to supply allies with plenty of oil and natural gas. Putin would not get rich selling oil to Germany and other European nations.
