The price of oil is controlled. The reason fracking was started was to undermine the Russian oil based economy over interfering with us intrests in Syria, bring the Arab oil countries into line and to get them to fight America's wars in the middle east, the Iraqis at the time were getting a bit uppity too so isis was allowed to invade. The price of oil is currently high because oil companies are being opportunistic to make as much as possible, supply and demand. The US prefers to use up the oil/gas and mineral resources of its client states while keeping its own in reserve.
