As I understand it, one of the pilots was taking an authorized rest period, where it's okay to fall asleep. Yes, pilots are allowed to sleep on flights, so long as one of them stays awake at all times. The problem here is that the other pilot also fell asleep, probably from not getting enough rest before the flight. Because of the pandemic, many pilots were fired, laid off or retired, and now that flying is pretty much back to pre-COVID levels (and sometimes above those levels), pilots are havign to work more often and longer hours.
It's very important to note, however, that no one was ever in danger. The plane was on autopilot and simply circled its destination until one of the pilots woke up. The total delay in landing was less than an hour.

First and only the pilots. It is their job and responsibility to only fly when they feel they are fully capable of carrying out their duties to safely fly the plane to its destination.
Maybe they should have had a flight attendant check on them through out the flight as a precaution. Pilots know when they're overworked so a third party should make sure they are still ok to fly the plane.
