That looks like a ridiculous situation. Once upon a time I lived in apt. in which cable kept their connections in a hole in the ground under what was essentially an overturned clothes basket. As a former city employee my first action would be to call city services (many locations it is 311) and ask if there are code standards for cable providers and if so ask about having a code compliance inspector out to have a look. That can't be acceptable.
In my situation I worked nights and frequently came home in the morning to find that the maintainance man had changed my feed over to his unit so he could watch my cable free while I was at work. When I described this to my provider they told me I could just change it back easily. I informed them that I knew exactly how to do so and inquired as to my pay rate for restoring my own services after being told it would be a week for a technician to arrive. I informed them that I was paying a lot of money for a service that I would be expecting to be restored IMMEDIATELY and that I would be documenting the exact length of the outage for which I expected to be pro-rated. I informed them that if I were running things an unsecured upturned dirty clothes bin would be insufficient to safeguard my business' assets, and that I was pretty sure most any lawyer would agree with my logic. It got fixed quickly.
That setup is damn prehistoric. Your neighborhood needs to catch up to the present day. Everything here runs underground via fiber-optic cables.
Suggestion - MOVE!
That looks like someone vandalized it to me and not the cable company. They are there to make money and they can't if their equipment is not working. Who did you or they piss off? 😯
There are some benefits of living in an apartment. I don't have to deal with that stuff and people with their attitudes!
Depends on whether or not the lines are still alive or if they have been killed further upstream of the signal at some neighborhood demarc box, etc.
Flood social media with stories of kids getting electric shocks.
I'd get an independent contractor to get it fixed asap
Call Xfinity Comcast And tell them to fix it as soon as possible, And Seek out a credit
Change cable companies then post a public review on Google and Yelp
Why would they refuse to fix them?
I don't have cable.
Call EPA.
