This was a state court in Connecticut. I don't understand why people don't get an understanding about how the government works.

Alex not paying fees to the families in Connecticut would be prosecuted by the state of Connecticut as a criminal matter. He could additionally be charged for Federal crimes. But that would be a decision between state/federal jurisdictions. You should know that a state court in Texas also found him guilty and his liability there is $49 million. He still has another lawsuit to go.
