My very best interpretation of his actions is he is trying to sell EVs to right wingers. And while Teslas have basically become the new Maga hats in the eyes of the left, the right is too in love with getting furious at democrats for high gas prices - take that away from them and republicans may never win another election. That's the best possible thing I can think of - he's sacrificing a little bit of peace in the short term to benefit the planet in the long term. But i am no longer convinced that that's what he's doing.
