Of course not, but it's not about what he intends to fight; it's about how threatened he can make people feel. The two easiest groups of people to manipulate are those who are angry, and those who are scared. Anger makes you unable to think clearly, and pushes you to act; fear makes you unable to think at all, and pushes you to hunker down.
This is why political discourse so often disintegrates into accusation of the "enemy" side attempting to do something threatening; this is what all the rhetoric around being "soft on terrorists" was about twenty years ago, and what all the "they're trying to indoctrinate our children/they're trying to kill transsexuals" blather is about now.
But there's an added bonus- if you make people feel helpless, and that you're the only one who's willing or able to help them, they'll vote for you, but they'll also become less self-reliant and less likely to resist you out of conviction of their own powerlessness, above and beyond fear of your political opponents. If you ever find a candidate who actually wants to strengthen individuals and make them MORE able to positively affect the world and their position in it, then FOLLOW THAT CANDIDATE.
