Wagner contingents actually were somewhat operationally effective though... But then Putin's Chef (Prigozhin) decided to attempt mutiny/coup d'état and was assassinated by plane crash. When former Wagner contingents were integrated under the Russian Armed Forces, the expeditionary elements in Africa ere reformed to the Africa Corps, which importantly did not retain the same relationships to governments where it operated.

The Africa Corps is less successful than PMC Wagner was, because it's a new organization whereas Wagner was well-established and trusted.
