My ex said I will always talk to you. What does that mean?

We broke up a few years ago. I recently had a conversation with him after over 2 years no contact (we actually got talking accidentally - long story). 2 years ago he moved to a different city. I had no idea until we spoke. He said I was his last girlfriend and he wants to talk to me again if I want to. He seems to have run away from his old life.

When we spoke, he also said it was really weird because he had been thinking about me that day.

Does he mean he will always keep in touch, or will always be available to talk?
