What does it mean when a complicated ex is caught staring?

He broke up with me and it was a complicated breakup but at the end of the day what i heard that is was not his idea in the first place. We had been broken up for a couple months now and a few weeks into the break up i was blocked which led me to thinking he wants nothing to do with me, but recently we were both in the same event and I just ignored him because considering i thought he wanted nothing to do with me i wanted to respect that but during the day i was told by multiple people that he was staring for long period of times. So i want to know that why would he still be staring what does it mean?

It's different all the times.
Staring means tons of things.
I stared at my ex "crush" when we were at a same event.
We broke cause she wanted another guy after dating with me.

So after 3 months we didn't see each other I stared at her for about 20 sec. She was sitted in front of me a little afar, he's guy was in the restroom.

Seems like I said her a lot of thing with my stare, I wasn't smiling, it's something like I said with my stare : Hey it's been a long time... I'm fine to see you. But really? Did you end up with that guy? Is this that you want? ... and a lot of other things

Because is hard to let go with "something/someone" that you have been attached/used to/with! Simple! I'm sure all his memories/time spent with you came back on his mind...
