Why won’t he keep me blocked?

We broke up and he made it clear he doesn’t want me anymore. He knows I’m obsessive with him and don’t want things to end. He also doesn’t want me texting him. I still text him but he refuses to block me. A long time ago he blocked me a couple of times but ends up unblocking me. He still doesn’t want me texting him so why doesn’t he just keep me blocked?
