Some people just have a smaller personal space, especially people who are used to crowded places. Unless this guy usually stands alone and has exhibited a dislike for being touched, I wouldn't read too much into it.
He may like you or maybe he is paralyzed.

Depends on your relationship with.
It could mean nothing at all except that he didn't see the point in moving or he didn't feel his personal space was invaded like the other people this happened with.
It's either:
1) He didn't really notice it/ or thought it was a big deal...because he's used to that
2) He liked the touch because he likes you
i know that he had a crush on me
Well then, he likes it so why remove his arms ;)

maybe he's one of those people who are OK with touchy feely
