What does he mean he doesn’t expect me to wait?

My boyfriend and I have been together 10 months now. 4 of those long distance. Sometimes we have fights because of the time different and texts getting misinterpreted. Normally we get through them okay. But after the last one, he really hurt me and I told him I was close to breaking up with him but I want to keep trying. He said he needed a bit of time to think, like a night. Now it’s been over a week, he replied to my messages when I send them (I didn’t send many) and I said I’ll give you until xx date unless you tell me otherwise, to have space otherwise I’ll move on because I won’t wait forever. I said we need to have a call by that point. He said okay I understand. He didn’t call because he had an unexpected death which is fair. I said that’s ok but do you want me to keep waiting?

he said I don’t expect you to, you don’t have to wait. I kept saying I will if you want me to just tell me if you want me to or not. And he kept saying he doesn’t expect me to. But he hasn’t actually broken up with me or told me explicitly he doesn’t want me to wait.

im really confused. This is the kind of guy who when he knows he wants to breakup he will just do it without hesitation. He has broken up with me before before the distance because he knew at the time that’s what he wanted. So why is he not breaking up with me? Do I just wait? Is he saying he wants me to wait but doesn’t expect me to or that he doesn’t want me to wait? I’m really confused
