Do not call 911, this is not considered an emergency and you can get charged with missuse of the 911 system.
Call your cell carrier and request the block, they can walk you through it. If they can't text him ONE time and inform him that you do not want to communicate with him any longer and tell him straight out that if he contacts you again you will contact the police. Keep the text message and if he does go straight to the police with the messages and file a harrassment report.
I've had this problem before but since he has gotten to the point of
"Why aren't you texting me?"
Just hold out for a bit longer, he has gotten to the acceptance part. He will soon give up on yah (the greatest rejection ever I SWEAR!). I had to block this guy on Facebook and another biked to my house...so just hold out for a bit longer and DO NOT talk to this creeper.
yep I have att and I know when I call 611 from my phone and talk to an actual person and not a computer then they will block that person for you I've done it before. I'm pretty sure you could do the same thing for the other carriers also.

I had this girl ask for my number and I gave it to her because I didn't want to look like a d*** in front of her friends and since then she has been texting me nonstop.
I did the whole ignoring thing and worked she finally got the message and stopped.

Not as far as I know. Text him "LEAVE ME ALONE" he'll get it. Sometimes you have to be blunt with people.
