Rarely, no offense. Europeans are generally racist, especially towards blacks. They like dating people with similar culture & values. But the bigger the city the more high your chances are as people will be more open towards diversity.

I am Romanian, never heard any girl to say she likes black guys. But maybe some do, there are 10 million women in Romania...

It isn't really a thing to want black guys, no offense - they're just a bit too foreign for us. Sure, it's inevitable to find a few that would go out with a black guy, especially if you go in clubs or something and pick up some of the easy girls there, but in my experience the vast majority wouldn't.
