Well, there's a ton of possibilities (feeling cold/simply adjusting her shirt to make it more comfortable/doesn't like her chest) but most likely she's feeling self conscious about how much she's revealing. It's not that she doesn't feel good about her boobs, she's​ probably just uncomfortable showing so much in that particular setting.
