Looking is fine, staring is not. When I wear something low cut I know guys will look, that's partly why I wore it, but their is a difference between looking and staring. As a good rule of thumb. If you are looking for more then 5 seconds you are looking to long. If you are trying to stop us to get a better look you are being creepy
