It is beyond okay.

If a dude or woman walks total naked in LAX airport all the news channels would record him in all the angles and blue his wiener a little bit and expose him to the whole world.

If this is okay, then yes you can get a picture of what you can see in public place.

Invading her private places is not okay unless you’ve her consent. But if she herself is put on a dress where her big erected titties clearly show off then yeah it’s no fault. So many actress get dressed like that occasion. This women also wants they're cleavage to be seen.

Of course not. That's invasion of their privacy. They are choosing how to dress in public, that's THIER choice. Unless they consent to it, you (not meaning literally you, but anyone who does this) has any right to take a photo of their body.

This behaviour is not normal.

Well it is probably legal. And I can imagine what your argument would be for it and it makes sense to some extent. But put yourself in her position or her family's. Doesn't that seem disrespectful and weird if you look at it like that?
