Should I initiate the fourth date with him and how soon after third date?

I met a guy on Tinder. he's very sweet and the first date he took me out to dinner. The second date i initiated and we went for a walk on the beach. And he initiated the third date, Which was two weeks later because he was on holiday. The date was on Sunday and we went for lunch and walked a bit. In between dates we only sort of text to plan the next date. When i initiate and ask How is days was he always responds very enthausiastic. But we haven't kissed or held hands. I dont know if this is normal. He isn't shy at all, but maybe he is on being romantic. He Did pay for the first and second date, and on the beach he held my shoes and jacket for me Which is sweet. I wish i could read his mind. Should i just ask him out on fourth date? And How soon? Thanks so much for any advice!
