Physically, some, though 15 year olds are pretty rarely attractive without makeup/etc. They need to kind of use stuff to look older. Without it they look sort of cute maybe, but like... borderline adults, which is what they are. 17 year olds... can be the same, but are more likely to look good without being dressed up.
Generally any attraction, which most of us wouldn't act on anyway, shatters like a plane of glass being hit by a baseball when they open their mouths and talk.

Some young girls actively try to appear older. Im not saying that its ok for grown men to want them, but theyre not doing much to minimize unwanted attention.

At my age close to every teen girl is beautiful. It is very sad that so many young women think they are not beautiful.

Ephebophilia is the primary sexual interest in mid-to-late adolescents, generally ages 15 to 19.
Personally I like the latter range of 18 to 19 because I enjoy the youthfulness of them.
