This Guy Won't Leave Me Alone?

I'll try to keep this as short as possible.

Guy and I hooked up occasionally after my ex and I split, they were friends and we figured no harm in it. It went on for a month or two.

He moved to another state and things stopped. We stopped talking and everything. As more time passed, I met my now boyfriend. We've been together for over a year but Guy keeps messaging me asking me if I want to "hang out" next time he is in town. I have said "no" more times than I can count. He also knows I'm dating somebody and keeps trying to push me to cheat.

I have blocked him, but he got a few new numbers since then. He just won't take a hint and unfortunately my relationship is the one thing suffering because of it. He keeps telling me he will check in to see if were broken up yet. Wtf?

I would tell him that the next time he contacts you you're going to report him to the police for harassment. Tell him you have copies of all the times you've refused him, and told him to stop (even if you don't), and you'll hand them over to police if he doesn't stop.
My ex girlfriend had a similar situation, as far as the new relationship (with me) suffering because of something she did between relationships (i. e. hookup with a guy she wasn't serious about). We eventually broke up over it.
I've also been the guy that girls hookup with between boyfriends, but unlike your guy I can take a hint, and if I see she's posting photos of her and another guy on her social media I steer clear.
I've even lied to a guy that I ran into one of my former hookups with (her new boyfriend) who straight up asked me if we had hooked up. I was just walking down the street, bumped into her and this guy, and she said hi (I would have otherwise ignored her, because I'm not trying to ruin something) so I said hi in turn. Her guy gave me a weird look and asked: so, what happened between you. I just told him that we had met for coffee a long time ago and she occasionally suggested shows I should watch, but we've lost touch since. She looked grateful, but I think that any guy who is going to share temporary intimacy with someone should do the same.

be blunt. sometimes if a guy gets too stalkery or pushy i will try and convince him i'm a bitch and get rude because if he hates me he'll move on... it works but not with the violent guys so if he has violent tendencies just keep ignoring and blocking. be blunt and clear that it's a no forever. or endure this forever...
