Is this a sign that a guy isn’t interested in you?

I thought this guy was interested in me, and after a while, I became interested in him. So, I asked his friend if he was interested in anyone, and his friend told me that he thinks I’m cool/nice, and that he’s shy, so I’ll have to get to know him better. Anyway, he asked me to lunch, and I thought it went fine. We’ve been texting/snapping (Snapchat) a lot because we’re currently on spring break, and we live in different states. I asked him if he wanted to hangout with some friends when he gets back, and he said, “I’ll have to see, everything is up in the air.” I don’t know what that means, but it’s not a yes. I’m getting the vibe that he isn’t shy, he’s just not interested, however, sometimes we have really good conversations that make me think he’s interested. What do you all think?
