It's a matter of portrayal, or who's portraying the character in question, but in general I'd give it to catwoman. Harley is too damaged, too real for me, too much like "same old, same old."
I like the notion of catwoman better because she's got her own power which compliments and completes bruce... If you've never read, "whatever happened to the caped crusader?" I highly suggest you do! I could only ever dream of a woman like Selena Kyle loving me just like she loves Batman. It may break your heart into a million pieces, it might anger you with the fire of a thousand suns... but it's the only way. She becomes like batman in doing exactly what needs to be done, because it must be done, and the cost of the alternative is what's worse. That is sexy. It may have not a whim to do with sex, but that possession of one's self is the foundation underneath the veneer of what it is to BE sexy.
