Guys, would you travel to another country to meet a girl you like?

So I visit this country couple of times a year to see my brother. I was there two months ago and I went on Tinder, mostly out of boredom and curiosity. And on my last day there I matched with this guy but we couldn't meet because I was leaving. I gave him my number and told him we could meet maybe next time I come here and he agreed. But he continued texting me after that and now we've been talking for two months every day all day. We have video calls and we talk about everything and we also sext sometimes. We both want relationship and talked about long distance possibility if things go well. Due to this pandemic, I have no idea when I will visit next time, maybe next year on summer. That's a long time for me to have just an online relationship, I want to meet him as soon as possible. The flight is 2 hours long and it's very cheap, I calculated that it would take him around 5 hours from his place to my place. He has mentioned having a vacation from work soon, and I told him more then once that he could always come here. He then says "sounds like a plan!" but doesn't make a concrete plan. I am wrong to suspect that this guy is stringing me along? I feel like if he really was serious about me he would come to visit me. Or at least be more specific about when exactly he'll be able to. I think he is just waiting for me to come there again because it's more convenient for him.
I don't want to jump to conclusions and ruin this either, because I am aware that it is more convenient for us to meet when I'm there because I have a family and a place to stay and friends to see there, in case our meeting doesn't go well. But he would have to book a place to stay and would have nothing to do here if meeting doesn't go well. He didn't say this, I'm just taking everything into a consideration.
My friends say that I should drop him, that he is not that interested in me. Because otherwise he would come.
