Just about everyone says "I want to be friends" - but we all know it doesn't mean friendship. It means they don't want to be enemies and hope to end things on good terms. People say this as a kiss-off hoping it also softens the blow of the breakup.
You're both each others' ex and really don't have any reason to be in touch now, unless you've got kids together. If you've been messaging him or trying to like his posts or comment on them, maybe he thinks he sent the wrong message, and just wants things to be over in all ways - and he just hoped you wouldn't be enemies.
If he senses that you might get jealous or you still have feelings, he might have blocked so he can openly put a potential new girlfriend on his social media without any chance of drama (not saying you would, but I'm trying to think how the guy would look at it).

Confusing? It's not confusing. It's over. Either he was insincere when he said that, or he changed his mind. All you can do is move on.
Because he wants to move on with his life and so should you.
