Now I'm not saying it's a crime for a guy to ever talk to a woman he finds sexy when he's in a relationship. But flirting or doing it at odd hours or lying and saying he's single are all crossing the line.
Even if that's true, that's a pretty scummy thing to do to someone. I think you have a serious problem here.
